My Committee do not understand the opening para-

-graph of Clause 5 and are unable to appreciate its effect and

will be glad to have an explanation on the point and of the

object of its insertion in the Bill.

As regards the latter paragraph of clause 5 my

Committee observe that while the interests of the Senior branch

of their profession have been preserved by prohibiting private

practice to a barrister while holding an appointment under the

Bill the interests in this respect of the Junior branch to which

they belong have been entirely disregarded. My Committee are un-

-able to appreciate the reason for or the equity of this discri-

-mination.

Similarly clause 6 safeguards the interests of the

Crown, so that of the four parties affected by the Bill the

interests of two are safeguarded, those of the other two, the

solicitors and the public are ignored.

My Committee trust the principles they maintain as set out above will be given due recognition by the Government. I enclose a copy of the Bill shewing the nature of the amendments securing those principles which my Committee submit should be

made.

I am to add that my Committee do not desire in any way to hamper the Government in making provision from time to time for the carrying on of the office of Crown Solicitor and Assistant Crown Solicitor during times of urgency or of tempora- -ry absence or inability of the persons holding the substantital appointments and are prepared to recommend the profession to accept any amendment with this end in view which does not con- -flict with the principles which my Committee maintain should

be upheld.
